CHALLENGE OVERVIEW
The National Institute of Standards and Technology's Public Safety Communications Research (PSCR) Division is hosting the Command Dashboard Integrating Next-Gen Technology (CommanDING Tech) Challenge, a four-phase competition looking for the best next-generation incident command dashboards. Through improved user interfaces and user experience (UI/UX) and the ability to work with video, sensor, and map data in multi-story buildings, PSCR aims to improve the quality of incident command dashboards and, in turn, improve the effectiveness of emergency response. Contestants will bring new technology to the arena or improve their existing technology throughout the Challenge. The finalists will showcase their dashboards by completing a public safety emergency scenario in real time. Contestants' dashboards can use a variety of technologies for the Challenge, including but not limited to virtual reality (VR), augmented reality (AR), web-based, or hand-held devices (phone or tablet). All submissions must be able to integrate and respond to multiple data feeds and have a mobile, intuitive user interface that makes it more efficient and effective for public safety officers to respond to emergency situations. PSCR and its Challenge partners, of whom are listed on Challenge.gov and the Freelancer.com Challenge website, will award prizes valued at up to $1,000,000 USD to Contestants that meet the eligibility requirements.

Emergency situations are complicated, time-sensitive, and demanding events. An effective public safety response requires naming a commander, allocating resources, mapping the area of impact, tracking individuals and objects, identifying areas of concern, and more. Historically, incident responders have used paper and pen to track and manage the response. Dashboards provide an all-encompassing view of the emergency allowing incident commanders to visualize the space, track public safety officers, recognize movement of other people and objects, identify important events/location (e.g., source of explosion or blocked stairways, officer down or change in vital signs).Through the CommanDING Tech Challenge, PSCR is hoping to improve the quality and usability of incident command dashboards. The Challenge is looking to improve existing dashboards and also provides an opportunity for new entries into the field. PSCR is looking for dashboards that improve public safety officials’ ability to respond to emergencies through effective user interfaces and user experiences, the ability to work with data input from sensors and video streams, and the ability to locate both stationary and mobile sensors in 3-D space. This Challenge will bring together first responders, video analytics professionals, public safety experts, and Contestants to advance the quality and availability of Incident Command Dashboards for public safety.

PHASE 1
Contestants must submit a concept paper and images or videos of their dashboards. They must describe their current dashboard and the improvements they will make to achieve the goals of the Challenge, including ingesting, displaying, and responding to stationary and wearable sensor data, closed-circuit television (CCTV) video streams, incorporating Light Detection and Ranging (LiDAR) scans and building maps, and delivering an intuitive user interface/user experience (UI/UX) for public safety officials.

PHASE 2a
Invited Contestants will learn about the value of working with public safety officials to provide context for their prototypes. If Contestants do not already have a partnership, they will be provided a list of available public safety officials. Contestants must submit a description of work signed by their Official Representative and their public safety partner.

PHASE 2b
Invited Contestants will document the progress they have made on their prototypes. Contestants will submit a written update and a video demonstration of the prototype. In addition, the Judging Panel will have a short video conference with the Contestants to ask additional questions.

PHASE 3
The Judging Panel will test each Contestant’s dashboard at a Department of Commerce laboratory space in Boulder, Colorado, by using the prototype to execute an emergency response using simulated data.

PHASE 4
The Phase 4 demonstration event is a live, staged, public safety emergency in a multi-story building where Contestants will showcase their dashboard's capabilities.

Phase 3 Start-Award Notification: November 9-January 17, 2023
Phase 4 Start-Award Notification: January 18-Early April 2023

PRIZES
- PHASE 1: Up to 15 Contestants that meet the eligibility requirements will be awarded invitations to compete in Phase 2a and receive technology development awards of $5,000. In addition, up to 8 best-in-class awards of $2,500 will be awarded.
- PHASE 2a: All invited Contestants will be awarded invitations to compete in Phase 2b and $5,000 to support their collaboration with the public safety partner.
- PHASE 2b: Up to 8 Contestants will be awarded invitations to compete in Phase 3, technology development awards of $15,000, $5,000 to support their collaboration with the public safety partner, $5,000 to defray the cost for travel awards to the Phase 3 site, and a sensor package to use in developing their dashboard’s capabilities.
- PHASE 3: Up to 6 Contestants will be awarded prizes from a $270,000 prize purse; NIST will also award each of the top 4 Contestants $5,000 to support their collaboration with the public safety partner and $5,000 to defray the cost of travel to the Phase 4 site. The top 4 Contestants will be awarded invitations to continue on to Phase 4.
- PHASE 4: Phase 4 has a total prize purse of $162,500 for the ranked top four Winners. Twelve best-in-class awards of $10,000 each will be awarded to Contestants that achieve excellence in categories of importance to the challenge. An additional $3,375 will be awarded to each Contestant to defray the costs of travel to a future PSCR Stakeholder Meeting to demonstrate their technology.

Throughout the Challenge, any prize funds that are available in Phases 1 through 3 but are not awarded to any Contestants during those Phases will be moved forward and awarded in Phase 4. If needed, prior to the start of Phase 4, a rules modification will occur to indicate the new prize amounts.

    Hello everyone,
    We have added a document containing the preliminary schema for the sensor data in the Challenge Repository. Some specific details of the sensor data may change slightly in phases 2, 3, and 4, but any deviations from this document will be noted in the more detailed documentation provided in those future phases. For example, first responder location is simplified to have no Z axis value for positional data because we won’t be using multi-story environments initially in simulations and demos.

      Hi Devia, the Challenge Team does not have a dashboard available. The goal of this challenge is to improve the quality of incident command dashboards by incentivizing the crowd to build new dashboards or improve existing ones.

    This is something beautiful, but it is another time wasting contest by freelancer.com which has a main rule that a participant should be a "U.S. citizen or permanent resident of the United States". I believe you should put this on the top of the contest description so no one will waste the time looking for possibilities and dreaming of the $1m.

      Hello Afaq, thank you for your question. This challenge requires those who enter as individuals to be US citizens or Permanent Residents under the America COMPETES Act. You are welcome to join this challenge as a Team as long as one member of your team meets the eligibility definition of Individual. You must also ensure to meet the rest of the eligibility requirements outlined in the Challenge Rules.
