I have attached an image of roughly what I want.
It must to look like a REAL TYRE (not a cartoon, a photoshop edit) from the front view.
3D lighting effects to make it look realistic.
Must have a transparent background for use on websites.
Must be vertically symmetrical.
It says 'E3': Photoshop this into a tyre so it looks really part of the tread.

I hope this doesn't sound stupid, but I've been working in branding for over 15 years and I think there maybe some problems with the initial brief. I think the work submitted is great and your enthusiasm to get a good identity for your family business is brilliant, but if you don't mind me suggesting asking for simply an 'E3' logo, which can in turn be turned into the tread of a tyre should it need it?

  He is saying you should be asking for just the "E3" on a slant and use that as the logo that you can then incorporate that into the design with the tire. When it comes to branding less is more.
