No, in a contest you have to pay only 10% of a contest prize. I mean in this case (i.e $20) you have to pay only $2. But in projects, i guess there is a fixed $5 fee. Unless you have $30 in your account, you cannot withdraw money. So, i have seen people transferring money this way from account to an other. I am not saying that this was also meant to be a source of transferring funds. But , it ended so quickly which made me conscious.
