We need more information on this mobile app: https://www.youtube.com/watch?v=yOmRkDEnDnU

We are building something similar to the app in the link above and we need to know the following before we proceed with a project:
1) What kinds of technologies are involved in the app? (backend, languages, hosting, servers, etc, the more detailed the better)
2) What is a fair estimate of what this app should cost to produce (Individually separate the costs of the graphics, the frontend, the backend, maintenance, etc.)
3) How much would this app cost to keep running? (Individually separate the costs of the backend server/hosting costs, labor costs for engineers, etc.)
4) What types of engineers are required to keep something like this on a monthly basis? (How many hours of labor are necessary monthly to maintain the backend based on the number of users, what are the types of engineers or developers necessary, what is a range of their average hourly rate?)
5) Be very specific about all the technologies necessary to track user commissions and sales. If there is information you cannot fit in the page it allows you to submit, create more than one submission to submit multiple pages and as much detail as possible.
