Sir, according to your description the walls will have a maximum height of 20 feet, therefore I assume the platform will have an elevation of 10,145.00 feet (according to the topography you provide). Attached I am sending you plans of what I have understood you want, and also a 3D image of how the walls would look assuming a platform height of 10145.00'. I think there are two walls that could be removed as they are not needed (you will be able to see them in the wall sections). I am still working on the walls in the upper left part of the urban planning.
