Photo Stippling (WSJ-style hedcuts) of Head Shots

I have a set of head shots of business professionals that I'd like turned into stippled drawings like the Wall Street Journal's "hedcuts." For example, I'd a stipple drawing like the Arnold Schwarzenegger stipple drawing below created from a head shot photograph.
Below is a photograph that I'd like transformed into a stipple drawing for a website. The photograph has a resolution of 2232 x 2790. The stippled drawings that you create can be at a significantly lower resolution like, e.g., 300 x 400.
Per my discretion, the "winner" of the contest will have the opportunity to "stipple" another 16 photographs at a negotiated rate.
I do not have any restrictions on how your perform this task. You can create the "stipple" drawings manually or automatically (e.g., using photoshop filters, workflows, etc.)

Many of the contest entries look great. However, when most entries are scaled down (e.g., decreased in size, resolution decreased) to 300 x 400 or so such that the image would look good on a small portion of a website (e.g., no larger than 10% or so of a webpage for an employee profile), the stippling is not viewable and instead, the image looks like a black and white photo.....
Another way to describe it is that the stippling on most of these entries is too "tight" or too detailed. Again, the end target should be a around 300 x 400 or 250 x 350. Thus, if your re-size, or scale, your entry to such resolutions, and the stippling is not viewable, then the entry will not win this contest.
