Single Web Page Design includes Header and Frozen Footer

We need a single web page designed that includes a Header, Main Body Content (several panes, as a user scrolls), and a Footer.
Output: Photoshop files, that other programmers can turn into HTML/CSS using PHP/Java easily. The selected design must turn in photoshop files with organized and labeled layers. However, this is just for the design / UI / UX. If you have transition ideas or UX ideas that you feel should be used, please make note of them.
This is for a sports online networking platform called [login to view URL] - you can learn more about it at www.gametimez.com. Please visit the website to see the colors and the logo. The logo is also attached. The purpose of this online network is to connect people around playing games who have common interests and are going to have a fun time playing each other in whatever game it is. The platform will have pick up games for sports, board games, card games, video gaming, and even getting matched up for fishing. It's essence is to centralize all pick up games across the entire world and make intelligent connections happen between everyone.
We would want to mimic this in a mobile web app. This is only for the web and please use full advantage of the web's capabilities these days (vs. mobile) however, also keep in mind that we do need to translate it to mobile and have a cohesive mobile web and mobile native app experience.
To guide you in this effort, I have attached a wire frame called [login to view URL] and lb006.pdf. You can see the Frozen footer at the top as an example in lb5, then what the rest of the page might look like.
For the Footer. We want to make a thin horizontal line be frozen at the bottom the screen, in addition to a normal larger footer at the very bottom of the page. The thin horizontal frozen line is a bit unconventional, and that is what we like it. We also considered freezing some nav options on the side bar too.
For the Header the top level, main nav for the site architecture is:

I also would like a space in the header for "Get Our News" - which would open up some area for the viewer to put in their email address to get our newsletter and other news. We want a sponsor area in the header and an area to change their location.
The platform has 4 levels - Rookie, Semi Pro, Pro, and Admins. Each one has a corresponding color from our logo. Rookie - blue, Semi pro - green, Pro - Gold, Admin - Black. Users have to do things within the platform to go up levels. As they advance to new levels, they have access to new games to join and more tools to publish content to the platform. So, the front page should use those 4 colors in the theme.
The winner of this challenge will capture the essense of gaming (sports, video, board, card games), the essence of networking and getting people to join easily / quickly, and the essence of the modern web (look, feel, speed and performance, mobile responsiveness, etc.)
Finally, look at the business card designs attached. The guy who did the logo, did those, and we really like those and that look / feel / design. Please be inspired by the business card and put your touch on the design as you are encouraged to be creative. Whatever you feel is best for the user to see and experience when they land on that main first, front page.
