This project is to render the below description into suitable form so that it can be directed towards the appropriate talents in a subsequent project
This project is NOT to perform the work as described below

"The website is in English
1) translation
3 buttons should be on index page and each further page selecting chinese or spanish or back to english, this should be expandable to include further languages
A language is selected, and concurrently the logo changes to a similar logo with the different language on the logo (and header if applicable)
As cursor hovers over each sentence a box appears with the pre-determined translation of that whole sentence, or in the case of menu items, a word (a menu item must be clickable)
As we move the cursor to next sentence and another box appears showing translation and so on for each new sentence
Each translated sentence should be able to be uploaded by a webmaster as the copy changes over time, therefore the thrust of this project is not so much the actual translation accuracy, as getting the mechanics correct
2) Audio
There should be an audio button (with universal motif) leading to a choice of 'listen in chinese' or 'listen in spanish' or 'listen in english' in the appropriate language; Each audio section is activated by hovering over the sentence, it highlights in the selected language, then must be clicked to begin the audio, each sentence going to completion once activated and not reactivated until the user clicks or moves on and clicks
there should also be an 'audio off' button with a strikethrough universal motif on each page
Each audio to be able to be uploaded by a webmaster as the audios are updated"
first hover for translated sentence, then (perhaps right click) for sound, then left click for accessing link
