  Hi, you didn't specify mechanic and admin section. First of all do you have website or not or you want dashboard. Do you have any control panel or not?. These are the basic requirement don't worry you don't have to create website but you need dashboard to enter mechanic detail and other things. I'll develop web services for your app you don't have to hire another guy to build web services. But I'll need Aapche server because i use to code in PHP. Web Service will get data from web to app, but sorry to say your budget is very low. Contact me if you will get any interest from my clarification.
