Contest Brief

I would like to know how much would it cost to write an application (native) for Customer Loyalty (Nota bene! The real prize money is negotiable!). More precisely the application should do the following:
1) Vendor starts using this application and each time a customer makes a purchase they get customer points.
2) These points can be accumulated and used for discounts and other bonuses.
3) The application should be adjustable to be used with multiple vendors. (Universal)
4) Should have features allowing the customer to find vendors close by using this application.

This is a draft of the project. If a satisfactory agreement will be reached then the negotiated amount will be deposited and allocated to the developer.
