2D Animation expert required for video creation

We need a 2D animator to create an animated video to provide informative content to our viewers. The content and script will be provided by us and we will need that to be communicated using the the video that you create. We already have the image of 2 characters created for this video and we will need you to use them and animate a video. The video will be approximately 8 minutes long. We are looking at preferably using tolls like Blender and ToonBoom for this. But we are open to suggestions and we can discuss further if you are interested to work with us on this.
