Add fog or grain between layers and the eye accepts it as three dimensions. Then camera moves feel like they're inside the scene, not over a picture. Second thing. Jump scares don't work in a 30 second Short. The viewer isn't invested yet, so the scare lands as noise. Dread works better. Something small out of place in the first three seconds, then pacing that tightens toward a payoff that never fully arrives. That's what keeps someone watching to the end.
