site will use custom friendly URLs that appear static and the site must be optimized for
search engine crawling. The site must be responsive and work with mobile
site will have a very simple administration where you can setup "Services offered"
Services offered will allow the admin user to create services offered such as:
Speeding Tickets, Red Light Tickets, Cellphone/Texting, Etc.
There will then be several fields the admin will fill out. page title, meta data, page heading, description, short description, etc. They will be able to put images if they wish in this description. Additionally they can choose what states with check boxes this "services offered" connects with. The admin user can also enter into the fields certain keywords that will be replaced with the state name so that each page is different. example "welcome to the <STATENAME> page" = "welcome to the new jersey page".

The admin will have a ticket system.
Everypage of the site goes will have a form that can be filled out.
The ticket system allows responses to the customer and keeps records of correspondence. A confirmation email will be sent to customer, but be aware not to
become endless loop if the customer also has a auto responder.
The admin will also allow update of certain pages like "how it works" Blog will be a simple blog to enter in articles to be read first page will show a list of articles with recordset paging and timestamp. These pages can be clicked and then all details can be read. visitors can also like these articles and there will be a tally.

site must be complete, including setup on hosting server(probably a virtual server
because i dont think any basic hosting plan will allow url rewriting). within 30 days.
Design will be created by you and will use create simple clean design and logo
Very important note--- I will only work with a direct programmer who does the work
himself. I will not accept teams. I need bi weekly updates and I will be on communication readily so that we can work together to speed this job. I am open to which language you wish to use as long as this site functions as intended.
