Job: Fix the customer signup php form on Zen-Cart Version:1.3.9.h to work again. Fast hire for the right candidate. Should be a quick fix if you're good with PHP.
Background Info:
It's a simple customer sign-up form. Customer is required to enter required fields before the form can be submitted. However, if the customer is located in the state of California then must include a resale number and the Issue State.
Issue #1:
The form won't submit and prompts with "Please enter Company Name" error even though there's data on the Company Name field. This issue seems to be only with Chrome.

Issue #2: Fix the form to only to require data in Resale Number and Issue State fields only if the STATE = CALIFORNIA. Otherwise, allow the form to be submitted.
