SEO - Top 10 Placements

We are looking for search engine optimization experts to promote one of our sites. We are experienced in SEO but do not have time to keep up with updating our pages. We need some one familiar with cloaking/IP redirection and large scale promotions. If you can guarantee a Google listing in the top 10, in a month period, then you are right for the job. We are looking for a long term relationship that could potentially lead to managing promotions for 20+ of our sites. Our main pages currently have a PR of 5 and we would like to promote this to 7. We have 40 primary keywords that we need promoted and ranked highly. Aside from rankings, we need to substantially increase our web site traffic with targetted visitors. Ideally, we would like to receive 1000+ independent visitors/day. This traffic must be targeted to our services and keywords, not simply useless random visitors.
