We need A site management system with the look of a "form". In other word all the administrator would have to do is fill out a form than click submit and the page would be updated with a new listing.

The following is the link to an example of the type of page that needs to be editable by the administrator with your special script ( we need to be able to update 6 different page of that type in 3 different categories). The editable place would be the city at the bottom of the page the administrator must have the ability to easily add and remove city.

The following is the page that contain the listings of the city. This
example is for Santa Monica. The banner on the top of the page will need to be interchangeable for every city. Every icon located under the picture will be different for every building ( the icon represent the different feature or accommodations the building offer). Description and picture needs to be
editable. the layout is important and needs to remain the same as the example.6 different listing within 3 different categories will be needed
