GST/TAX/Invoicing Information for E-commerce & Freelancing Portal In India Serving Worldwide

I am a bit confused and need complete information and guidance on GST/TAX/Invoicing/Returns for e-commerce website and Freelancing website in India.

1: I am planning to start a freelancing website in India serving clients & freelancers worldwide. The whole work will be divided into three parts. Company - Freelancer - Client.

If the client had a discussion with a freelancer and want to work with him so the client will deposit money to the company account, For any work, if the client will pay 10,000 to the company account, if the company commission is 10% then the company will keep 1000 rs and will send 9000 rs to freelancer account once work will be completed as it is happening in freelancer.

This is how it will work as an intermediate taking our commission, and the company will make revenue. We will just be aggregator and deal will be in b/w freelancers and clients we are just connecting them.

But there is a huge confusion, when client will pay amount 10,000 into our account first/company account, then will I be liable to pay 18% GST to government on 18%... Or I will have to pay GST 18% on only our commission that we are charging...

If so then there are 4 different cases:

Indian Client - to - Indian Freelancer

Foreign Client - to - Foreign Freelancer

Indian Client - to - Foreign Freelancer

Foreign Client - to - Indian Freelancer

In which case we will have to pay GST, whom we should collect GST from... As being a platform we have to do with our commission only so how the money/gst/tax will be aligned... and liable and managed

2: In the case of e-commerce business same issue is there: We are just a platform that is helping people to see the seller products. We are not purchasing any products from sellers like Amazon.

So in this case first when a buyer will order for example of amount 10000 then we will cut our commission for example 1000 and we will send the rest of the amount to the seller i.e. 9000

So who will pay GST, seller, customer or us.

There are again 4 cases:

Indian Buyer - ordering products from - Indian Seller

Foreign Buyer- ordering products from - Foreign Seller

Indian Buyer - ordering products from - Foreign Seller

Foreign Buyer - ordering products from - Indian Seller

As all transactions are going through in our account how we have to let the government know what transaction is for which purpose. How to get everything managed?

The invoices will be generated on whom basis?

While filing annual returns how we have to show our transactions so we will not be paying GST on whole amount which is credited to our account...
