IF YOU ARE NOT HAPPY YOU DON'T PAY! Your two goals pull against each other. Once the text reflows into one column the page breaks move, so images can't keep their exact page positions unless each one is anchored to the paragraph it belongs to. The TOC only stays right if its page numbers come from the final layout instead of being typed in. I'd rebuild the body in HTML with CSS paged media, using the same typeface. Front matter would get Roman numerals and every TOC entry would be resolved automatically, then I'd export one searchable PDF.
