Center & Vectorize Logo Perfectly

I’m providing the original logo as an AI file (created in Adobe Illustrator). All I need is an accurate clean-up that centers the emblem precisely, spaces the stars evenly from one another and from the outer border, and removes the solid black background so the file sits on full transparency. Please keep every other aspect of the design intact—colours, shapes, proportions, stroke widths and text must not shift at all.
