Vectorize an image into cartoon style

We have few images that need to be vectorized in a cartoon ish style. I've attached 2 images we already did to show what it should look like at the end. You start with a standard image and need to turn it into a vectorize cartoon version of it.

We will start with 1 as a test and see how it goes from there.
