Affiliate marketing campaign management

Job Description:
I am looking for an online marketing expert to manage all aspects of promoting my referral link to a ridesharing website. The successful applicant must be able to manage all aspects of the campaign including graphic design of the ads and geo-targeting the ads on Facebook, Google, YouTube and other online platforms to drive clicks and signups. Initial ad spend is $10,000. In addition to agreed-upon up-front fee, applicant can expect to receive 20% of net revenue generated by the campaign.
It's a ridesharing/carpooling app and I want to promote it in Northeastern Ontario, Canada. So I would be targeting people who live in that region of the country.
