Android App to add contact and call on demand via a Firebase notification

We need to make a lightweight Android app that can receive Firebase push notifications with a payload such us: {contact: "Joe Doe", phone: "1155554444"} and use that information to:
1) Add contact Joe Doe to contact list
2) Call Joe Doe to 1155554444
Full process:
1) The android app should let the user enter an alphanumeric token. The token must get stored in the app, and will be used for authentication purposes.
2) The android app should send the token and a Firebase registration ID to an HTTP endpoint that we will provide, so that we can store the Firebase registration ID for that token. This process should happen every time that the Firebase Registration ID gets updated in the android app.
3) Our web app will then push messages to that Firebase registration ID with a payload as shown in the example.
4) The app should interpret the payload, add the contact (checking for duplicates first), and fire a call to the number.
