Android webview which exposes phonebook, display notifications, thermal printer and video compress

Hi All,
I need an android webview shell for my webapp. I have a progressive webapp.
I wish to wrap it in webview (possibly chrome based).
We want this webview shell (so that we only add our webapp's link into it) which has following functions available for our website:
1. async readPhonebook(): Promise<Contacts[ ]>
2. async thermalBluetoothPrint(stringMessageWithQRCodesTo): Promise<boolean>
3. async pushNotifications({title,body,icon,badge}[])
4. async showFilePickerAndThenCompressVideosAndAudios():Promise<Blob[]>
//this video/audio compressor function should first show native file picker, when user select files it should compress the file possibly in mp4 and webm and return our website Blobs.
5. Our app also has share with options, so this webview shell should appear in share with options (for all kinds of file) and post (HTML Post) this shared intents to url of our choice.

Code this possibly in Kotlin (java is welcomed too, but we prefer Kotlin)
