Build me an application -- 2

Overview: i am looking for an application developer able to create from scratch an application later available on the Android Store with a basic interface but still easy to use and interactive. Our upper limit for the developer’s compensation is $50.

Description:

- The application would be aimed at gathering all the photos and messages posted by a group of users and lay them out in the form of a personalised paper gazette. It is very important that the application is made available for a large diversity of devices such as mobiles, tablets or computers because every person from a family should have practical access to it.

- There should not be too many details to fill while a user is uploading a picture or news on the app, it must be very straightforward and take only a few minutes to complete. On the application, the photos and text would uploaded by multiple users could be combined into a PDF file (printable), with a structured format of a photobook.

- The application should combine the data entered by the users having access to the account every 4 weeks into a photobook in PDF Format.

- Users should be able to fill in their data: names, address, photos, text data for each photo. Should be able to have an account with multi-user access.

Skills: The developer is free to use any coding language, we do not have any preferences. We want someone motivated and precise, very clear about the fee he will ask and not asking for further compensation when he discovers new issues within the task. The whole plan of the application development should be very clear in his head and critically reflected to realise in advance if its development plan is easible in terms of financing and timing. In overall, need a mobile full-stack developer for Android to build an application, where the photos and text uploaded by multiple users could be combined into a PDF file, with a structured format of a photobook.
