create new admin_panel system by web

a freelancer maked for me a "conference calling app", it can working on 4 groups at the same time, admins can make call in the groups and other users just can to listen.
we maked this app for ios/android with "xcode" and "android studio" and for make call we used of "Sinch SDK service", we used "google friebase" to make databas,
also registeration system is with input phone number mode (activation user after send code on his number).
I want change to my freelancer and I looking to find a new person to update this app and continue...
I want make a new admin_panel and make new database's system by web to make new groups and manage them like this:
Add a new customer and then new groups for him:
1-add customer_name:
Example: Seven_Church
+ auto create a new databe for this customer
2- add new group/id_code
Example:
group_name: English
group_Id: En000111
3- addSinch_APIs
Hostname:

4- add Google_APIs.
All Google_Apic that is needed for make database
(Database for each one of the groups must be separate)
...
5- add admin_link>
Example:

6- add admin_name/password/phone
Example:
Adminname: SevenChurch1
Password: SevenChurch1

admin each one of the group have abillity to add new admin/remove old admins and have abillity to send notifaciations in his group.
7- Create group
***ability to manage old groups:
- add/remove/edit all things in the old groups.
- add/remove/edit admins in the groups.
***I need a demo at the first. I don't start with you before that.
