I'd go with React Native so a single codebase covers both iOS and Android and I can hand you an IPA and APK from the same source. The hourly capture runs as a background task (a foreground service on Android, background location updates on iOS) so it keeps logging without the app open. Each fix is reverse-geocoded into a street address, and I discard the raw coordinates as you asked, saving just time + address into a local SQLite store. The history screen reads straight from there, and I'll add CSV/JSON export since it's a nice extra.
