Develop Android app using Kotlin

I need an app developed in Kotlin, NOT JAVA. The min SDK it must support is 19 and up. It MUST support this ranges. Budget for this initial project is $60. Lets call it Phase 1. Read the description below and please do not bid if you cannot do it on budget. Once this Phase is done, I will provide you with phase 2. Please do not use 3rd party plugins without asking. Please ask before use. Ask any questions. Here is the rough description: 1: From the Android app, take a picture of an image 2: Convert the picture in to BASE64 endocded. 3: Send the base64 image data into a server (server link will be provided) 4: After you send the base64 data into server, wait (spinner) and the the server will return you a JSON formatted object. 5: Parse the JSON into a RECYCLERVIEW in Android and display them 6: User can tap each item on the list and go to the next screen with all the data for that list display 7: User can add/edit/delete the list or add new items to the list or delete it 8: Create a button to combine all item in list and send the JSON list back to the server. We will NOT store anything on the server. Everything is persistent in the user phone.
