Parking App Android + Back end Panel Web

I need an android app for vehicle parking. This app should have a web control panel where you manage and receive the statistics generated by the app. The app must register the patent of a vehicle through the camera (photo), I must add the license plate, record the date and time of entry, value by time intervals. You must also register the name of the operator and you must be able to assign several operators, at least 10, who must log in with an email or username and password. The app must have an xml file to translate words created in English and translate them into Spanish. The back end must be able to be installed on a hosting with a mysql database. The details are explained here and I don't need more than this. Do not go out of the value offered.
