Hi years ago I work in 2D animation, I am currently working on a project of several chapters for Spain of a low budget animated series, in my profile you can see a couple of examples of my work. The quality depends on the time and the price, in the project for Spain the price is very low and it is the quality and time that I can dedicate, they pay me € 300 for each chapter of 10 minutes, my proposal for you is to do a job quality with a budget of € 12 and show you through sketches and communication that we can reach what you are looking for.
