An impression or click endpoint that simply accepts a POST gets inflated - by bots, and by publishers padding their own numbers. Rate limiting slows that down, it does not stop it, because the requests look legitimate. A click is then countable once, and only against an ad that was genuinely served. Second point, and it bites early: Redis caching and per-user ad targeting pull against each other. If the response is personalised you cannot cache it - you cache the candidate set and run selection at request time. Cache the final payload and you will serve user A's ads to user B.
