App to track Payment Plans

Job Description:
I need an app where I can input a client name, amount charged, and establish a payment plan. I need to be able to register the payments monthly in a quick and easy way, for example to track payments there can be a list where I can click one of three options: 1. Client Paid as Agreed (This one would adjust the balance on the client's account in accordance with the payment amount established) 2. Client Paid a Different Amount (This one would give me an input where I can put the amount the client paid and then the balance would be adjusted automatically.) 3. Client did not Pay.
The payment plans are monthly and I would like the app to creat it automatically. It would be similar to an invoicing app but I DO NOT WANT TO USE IT TO INVOICE. Just to keep track of payments and create Statements on PDF format.

I would like the app to be available online on my desktop and mobile.
I want the app to be able to register clients and have a dashboard with basically three tabs:
1. Clients 2. Active Payment Plans 3. Inactive Payment Plans
And then add a button in the dashboard where I can choose to start a new payment plan or add a new client or register a payment.
I would also like a button in the payment plan section where I can choose to move the payment plan to inactive or edit payments.
