Build an Arduino powered energy monitor

The project is to design and develop an Arduino based energy monitor to keep track of and monitor two separate powerlines. The main objective is to monitor when each power lines come on and off line remotely using a web service (a separate project that will be developed later).

The meter must offer the following functionalities:

1. The meter must be able to take two power inputs (230V)

2. The meter must be able to monitor the following parameters (frequency HZ, Voltage, On and Off times of each power input line)

3. The meter must be able to send (encrypted) the reading (including unique meter ID) to a remote TCP IP server over GSM (GPRS) connection at set intervals (interval options are 1 minute, 5 minutes or every time the power comes ON and goes OFF)

4. The meter must functional with standard mains power (230V)

5. The meter must have a small internal back up battery to keep it running for when mains power is off (should remain on for at least 1 hour)

6. The meter must have onboard storage to stored a record of total accumulated hour (total number of hours each power input lines have been in ON position)

7. The meter must have a small LCD screen to display total accumulated hour (total number of hours each power input lines have been in ON position)

8. The meter has a button to switch between total accumulated hour of each power input lines

9. The meter doesn't have a reset button, reset is only possible through

deliverable within 4 weeks should work

as close to the final product as possible at least when it comes to the packing of all the modules together
