Base64 String Encoder/Decoder

We currently have a vb.net program that uses a base64 encoder and decoder to store some of our data in our database. What we are now looking for is a programmer that can give us the ability to do the same thing in classic ASP. To simplify this as much as possible, we basically need to be able to send your "solution" a string and have it return an encoded or decoded string. The key must be configurable via a text file that will be housed on our web server in the same directory. If possible we would like to be able to be able to tell your solution what file to get the key from within the classic asp page. So each ASP page could point to a different text file with different keys for each page if we needed. We have hired programmers previously for other projects on this site and RAC. We have other projects that come up and need programmers that we can contact and outsource other work to as well. I know you have heard it before that "this could lead to more work." We mean it! Our typical projects range from quick scripts to full blown solutions. Please provide the timeline for completion.
