Send SMs messages using Tropo

This job is to send SMS messages using [login to view URL] ([login to view URL]) I will have an desktop application that will create an XML file with the of recipients and the Message that needs to be sent to the list. My desktop app will upload the XML file to the site where tropo is setup, and once there is a new file, tropo will send the message to the list in XML file, and once done move the file to other Dir. You will have to help me setup Tropo You will have to give me the Structure of the XML file I will need source code once project is done and paid in full I will not create escro only if I have proof of conecpt that you are the correct person for this job. No escrow will be released only when job is Completed
