ASP / SQL and SEO coding problems

I am developing a multi-lingual website using a Microsoft Access database that feeds into the site using ASP / SQL depending on which language the user selects. It will be on an eu domain.

I have several problems I need addressed, but all of them are quite straightforward if you know what you are doing. I am not asking you to do the whole job. I just want you to provide the syntax and examples and I will do the rest. My difficulty is that I have not done any serious ASP programming for several years, so progress is slow, but if you can supply the correct syntax, I will be able to do the job very easily. Hence I feel this is probably quite a small job of providing the basic information and occasionally providing me with a bit of extra info down the line.

1. Currently two of the languages (Bulgarian and Greek) do not use standard ISO 8859-1. Macedonian will be added later. I need to be able to mix Cyrillic or Greek fonts with 8859-1 in the same piece of code. At the moment I get a load of question marks. How do I do it?

2. I have the thorny problem of ensuring good keyword ranking on search engines in as many of these languages as possible, and definitely in more than just English.

Putting that many keywords in the Keyword metatag just isn't going to work as I will rapidly hit the recommended 250 character count, even with only about forty essential words in all languages. So I thought one way of doing it would be to attach the keywords to images as ALT="same keyword in various languages". I ran a test on [url removed, login to view] and it doesn't pick up the keywords there or from the database because the meat of the site has to be in IFRAMEs; call me old-fashioned, but I've tried the alternatives and the layout becomes a nightmare. How do I overcome this problem?

3. When the user wishes to change the site language, I need the language to change in more than one IFRAME simultaneously. At the moment it only changes in one IFRAME. How do I do this?

4. I have never written an ASP site before where data is written to the database. I have only ever written sites reading from a database only. This will be a members site, so members need to be able to create new data records, verify them, read and amend and then write them back to the database. It will be username and password protected. Again this is beyond my current range of knowledge, but show me once and I will be able to do it.

Please remember I am not asking you to do the whole job. I just need what is effectively an idiot's guide so that I can complete it.

Finally just to make sure you read this through before bidding:

a. Please don't give me "War and Peace" in your bid, but on the other hand I ignore bids that say things like "Let's do it!";

b. I require, (note the word "require") a PM from you listing just THREE sites where you have done such work, not two, not four, not fifty, just three;

c. You must be able to speak, read and write UK English;

d. For legal reasons - no bidders from the USA or US Dependent Territories.
