285332 Debt Collection Website Needed

Need a experienced coder to design the following.... Customer will login to web page which will contain all payment history and have the ability to make another payment via paypal, so unique customer number which is stored on Access should be sent to paypal for processing and should be included in the paypal email sent to website owner so they can update their records. It should also show balance outstanding etc... All this information will need to be stored on an ACCESS database which you will design also. There are a few extra criteria that needs to be met also (like if a customer has missed a weekly payment an email needs to be sent to both the customer and the website owner to inform them). The budget for this project is LOW as it is my first project so please consider this in your bids...
