Public announcement in Spanish

I have a QuickTime movie (audio file only) in .mov format. It’s short audio clip of a street cryer on a megaphone. The file is 3.7 MB with the duration of 4:18
I need the volume level in this short clip smoothed so the whole clip can at a consistent volume.
Next I’d like short clip looped to a total play time of 60 minutes. Rather than non-stop announcements, every once in a while I would like random breaks in duration of say 5 to 10 minutes. Approximately 20% of the loops can be splice together so every once in a while three will be say five minutes of uninterrupted announcements.
Finally, please converted from .mov to a more standard audio format that can be played on my iPad or iPhone.
Aside from smoothing the volume, I do not need the quality of the audio modified. I like it sort of crude and echoy
Please be aware, I do not know what the speaker is saying in Spanish, my usage is only as a background sound effect. if the crier is saying something offensive, I apologize and feel free to skip the project
