REHDA Malaysia Code of Conduct Creation

I need a comprehensive Code of Conduct for REHDA Malaysia. This is for our organization, representing 1,600 property developers, and should match the standards of major companies like Mah Sing. I have a tentative draft but the comment and feedback I got was that it is too surface and lacking critical contents or 'meat'. Other companies have 30+ pages and we should be around there as well. Key Requirements: - Ethical business practices - Environmental sustainability - Employee relations The code must align with Sime Darby Property, Sunway Property, Mah Sing's existing guidelines.
