I currently possess a 4 Port PCI CCTV DVR Video Capture Card DSR-104 for my WindowsXP-based computer. This is a PCI card that is widely available on the Internet. Specific details about the card is available here:

Each card captures the video signals of up to 4 security cameras with BNC connections. This are used in closed circuit scenarios.
There are several programs out there, but most appear buggy. Therefore, I am focusing on fixing one of these in particuar for my needs.
I want to use a public domain program called Dico 800. The developers for Dico dropped support and it is now up to the Internet community to continue its development. (NOTE: If you visit my first description link, you will see other programs mentioned, like Pico, however I would like to use Dico, as the interface is more professional.)
The tool should allow up to 4 PCI cards to be installed in the computer (thus allowing 16 cameras). However, the final release of the program only shows 1 card and its four cameras. Parts of the program have areas where the other cameras should be, however they do not work.
I would like to have the functionality of this application fixed as to allow me to have more then one capture card.
I am willing to allow remote access to my computer for diagnostic and repair, as I think it can probably be fixed with a script or a patch. A programmer already familiar with Dico 800 and its workarounds could probably fix this quickly.
At a minimum, the application should initialize up to four PCI cards and the options on the screen allowing you to view all (and record all) at the same time to function. I only need two PCI cards to work for my specific needs.
I may have additional jobs for the expansion of this application if I can get the core functionality to work. I belive that a Visual C++ or Visual Basic programmer with skills in DirectX and drivers is needed.
The broken application can be downloaded here for review:
