3 Small Programs for Speed Reading

What I need Done:

I need three software programs for a speed reading course that will be accessible from a common interface. The three parts will all be simple using mostly just text and a white background. There will be a highlighted reading program (where the words are highlighted at different speeds), a peripheral vision program (using only text and a center point on the screen), and a program that will basically flash a varying number of simple questions on the screen, the reader will be asked to answer the questions without subvocalizing the text.

What I already have versus what the provider will build:

I have the ideas of what exactly each program will entail. The provider will build the programs and offer insight as far as they go and also provide any ideas that could make the programs more user friendly or interesting.

Specific expertise that I am seeking:

Obviously programming skills, also knowledge of speed reading, or the ability to do an overview of it as to better understand the task at hand.

Timeframe for delivery:

I'd like to have it in 2 weeks.
