I'd like to do this. I looked at the paper you attached. So, my understanding is that you want to use PSO or GA separately for each of the two objective functions (maximizing reserve, and maximizing each producer's profit). Then you want a "coordination procedure" similar to what they have in section II-C. Am I correct or are you looking for a single algorithm that combines both problems (e.g. viewing one as a constraint to the other and turning the objective function into an unconstrained problem)? I'd go with PSO since there is no encoding involved (you're just working with numbers as far as I can tell). Not sure why C++ (python would be faster to develop this, but C++ will certainly execute faster). In any case, I'd give you a command line utility that takes in files and outputs a schedule CSV and a CSV for the payment adjustments. Since it's C++, it'll be built using cmake so that we don't have to get into platform incompatibilities. Please let me know if you want me to do this and if you have constraints, comments, questions. I am quite familiar with the concepts of both algorithms (and have used them several times), I have a lot of C++ experience, and I have some familiarity with power systems (I have worked in power, but it was Solar).
