Palm Harbor

We have a vacant lot under contract in Palm Harbor, FL and there is a drainage pipe in the middle of it. We learned that it is the drainage pipe for all the houses on the street. The county said its only buildable if it can be moved, directly from the DRS Manager, "Unless they have a civil engineer design a new stormwater management system for the subdivision, the lot remains undevelopable."

So, we would like to see if this is possible and if so, what the approximate cost would be. Thank you.
