Proposal Estimation and Billing Civil Engineer

Project Overview We are seeking a seasoned Civil Engineer with strong expertise in proposal estimation, cost planning, and billing to join a fast-paced infrastructure and building projects team. The ideal candidate will prepare accurate tender proposals, manage BOQs and rate analysis, and handle client billing and interim payments with precision and commercial awareness. Key Responsibilities - Prepare detailed estimates and tender proposals including BOQ, quantity take-offs, and rate build-ups. - Develop and maintain cost databases and standard rate schedules. - Prepare and submit interim bills, final bills, and variation claims; manage RA bill cycles and payment follow-ups. - Perform rate analysis and value engineering to optimize project costs without compromising quality. - Coordinate with project managers, site engineers, and procurement to validate quantities and resolve discrepancies. - Review contracts and commercial clauses to identify billing milestones, retention, and liquidated damages. - Maintain accurate documentation for audits and client queries; prepare monthly cost reports and cash-flow forecasts. - Support client negotiations and claims with clear, evidence-based justifications. Required Qualifications and Skills - Bachelor’s degree in Civil Engineering (B.E. / [login to view URL]). - Minimum 6 years’ experience in estimation and billing for building or infrastructure projects. - Proven track record preparing competitive tender proposals and managing billing for projects valued across mid-to-large scales. - Strong knowledge of measurement methods, BOQ preparation, and standard specifications. - Proficient in MS Excel (advanced formulas, pivot tables), AutoCAD for quantity extraction, and familiarity with estimation software (e.g., Tally, ERP billing modules) is preferred. - Good understanding of contract types, GST, statutory compliances, and local municipal norms. - Excellent communication, negotiation, and stakeholder management skills. Preferred Attributes - Experience with CPWD/PWD/PMC projects or major private developers. - Ability to work under tight deadlines and manage multiple tenders simultaneously. - Strong analytical mindset and attention to detail. - Team player with leadership potential and ability to mentor junior estimators.
