Suggestion: Implement a tag-driven, serverless scheduler for safe auto-stop. Use mandatory tags (env, owner, schedule, keepalive) with Tag Defaults; a daily OCI Function queries Monitoring for low-utilization across compartments, honors opt-out tags, snapshots boot volumes if idle >N days, then stops or (policy-based) terminates to avoid storage bleed. Add Budgets and alerts for drift. Produce a monthly report by joining Cost and Usage Reports with Monitoring (per instance: runtime hours, stop actions taken, estimated and realized savings, rightsizing to flexible/preemptible shapes), delivered to email/Object Storage and a dashboard.
