Terraform Plugin Error

I am using Ubuntu WS 20.04 where Terraform 0.17.4 and VMWare 16 Pro is installed

Latest Terraform and scripts; VMWare requires a listener to be setup (see attached video of running)

Getting Error: Could not load plugin
