COBOL Transaction Validation Module

I need a self-contained COBOL routine that plugs into our existing transaction-processing flow and performs rigorous data validation before each record is written to the back-end system. The current transactions already reach the mainframe, but they’re accepted “as-is”; I now want every field—numeric, alphanumeric, date, and encoded values—checked for format, range, and business-rule compliance. Scope of work • Code the validation logic in structured COBOL, keeping it modular so I can call a single entry point from my driver program. • All edits must return standard return codes plus a short text message that the caller can display. • Provide JCL (or PROC) needed to compile and link, along with sample input files we can use for unit tests. • Document the validation rules inline and in a brief README so future maintenance is straightforward. Acceptance criteria – Clean compile with zero warnings on z/OS 2.x using the Enterprise COBOL compiler. – Unit test deck demonstrates both pass and fail scenarios for each rule. – Performance remains within 2 ms per call when tested with a 500-TPS mock workload on our test LPAR. If other supportive utilities (REXX scripts, control cards, copybooks) are required, include them in the hand-off so I can drop the whole package into our repo and begin integration testing immediately.
