moroccan license plate detection

Im welling to build a license plate recognition/detection software for morocco/europian car. Before I start please read the following really good. Any miss of any agreement will be a 'NO' for selection you. So that will be two types , europian one (you can find alot of data that has been used with annotation -VOC or XML - in github, so this is not the big deal.), and also Moroccan one. ( I will provide you videos, photos, and some annoted picture, but you need to label/annoted them all.) if you will use your own plate detection and car detection ill be fine with that, but i have already my own( darknet ), but again i prefer that you use your own to reach a good speed (instead of looking in the picture twice, that what YOLO is about) -I need a success rate over 85% at least,90% will be better. - some arabic Alphabet will be included, so English Alphabet, numbers [0-9] , arabic Alphabet, and spliter like - / | \. - the plate is has two shape (rectangle and square) let me be clear about something, i'm not a company i'm a freelancer who is working on the same project, due to some issues i can't continue on this project. i will share all data that i have, videos, images, and information about plates. i have been able to do the work, but i haven't yet reached the a good accurency and also really slow (as I said the project is for rasberypi implementation so no need for GPU). i have been able to work with some folks from freelancer, but they did't do a good job, or they toke the money and runes away, so that why the only platform that we can negotiate is here. Additionally : this is just first part of the project, please be aware that if your work was good, you will work on the server side also. What I want: A python or C, or C++ code. The training code, the annotation data, and every code come with. Do not share any information or any data with anyone. don't ask for more money if you didn't provide me the code first. a good english speaker Describe me what you will do. explain to me every part of your code or what you ganna do especially that i'm into the field. thanks and happy coding.
