Desktop Application to measure speed of moving object in video on screen

I need a desktop application that can measure the speed of two moving objects from a video playing on my screen.
I have tried performing this task with Excel VBA but I would ideally like to measure the two moving objects in the video simultaneously so I would need a multithreaded approach that Excel cannot handle. I think a programming language such as Java or C might be needed.
The current method i use collects the colour of two individual screen pixels and measures the time it takes for each of those pixels to change to a white colour (the object i am measuring the speed of is a white ball). For measuring the speed of the white ball i measure the time difference between each pixel turning white.
The other object doesn't move but it changes colour rhythmically from white to black. I want to measure the speed at which this object changes colour from white to black. For this I currently collect the colour of one pixel and measure the time it takes for this pixel to change from white to black and to white again.
Are you able to create an application that can perform this task?
