Massive Data entry to Excel from Images ( Only Indian companies need to bid - Hyderabad preffered)

We have a 'simple' data entry Project involving entering about 100,000 to 150,000 rows from 2500+ images. Each row contains 29 fields(columns), and around 25 needs to be filled.
We could be giving partially-populated Excel file containing some information and the remaining needs to be entered into the proper column from the images.
We would be providing sample files to you to ensure that you understand the type of work involved.
(1) How many people could you assign to this and how quickly could you finish this assignment.
Please let me know your estimated time and rates and understanding of what we are asking for.
Needless to mention that we are looking for the most inexpensive vendor, nevertheless, the accuracy expected is 100%. Penalties will be enforced for errors.
We prefer working with a Vendor located at Hyderabad, India. Only Companies need to bid, individuals wil not be preferred as it is a big project.
