Design an alogrithm for world population distribution

If you're interested in bidding on an unconventional project, read on:

We'd like to know how we can divide the surface of the earth into 600 areas.

As much as possible, these 600 areas should be:

- equal in population (so about 10M people in each)

- equal in size (surface area)

- country boundaries are not important

There are obviously many ways to do this.

What we're looking for is someone who can come up with a way of calculating this - a possible alogrithm - that can be run to generate possibilities. There doesn't need to be one correct answer.

There may be nobody here who can offer this kind of service, but if you're interested, and have ideas about how it could be done, please get in touch.
